INTRODUCTION:

In line with Departmental/Government policies, this policy outlines requirements for the enrolment of students at Wyrallah Road Public School.

 

BASIC TENETS:

  1. Government regulations require that all children between the ages of 6 and 15 must attend school.
     

  2. Children may enrol in Kindergarten at the beginning of the school year if they turn five years of age on or before 31st July in that year.  Early enrolment of students who are Gifted and Talented may be considered under special conditions as supplied by the Department.
     

  3. All students who live in the school’s zoned area automatically qualify for a place at Wyrallah Road Public School and will be enrolled at any time throughout the year at parent/guardian request.  The residential address provided by the parent/guardian as the child’s permanent place of residence is the address used to determine in-zone qualifications.
     

  4. All children, including those with Special Learning Needs, will be enrolled under appropriate Department/Government guidelines if relevant criteria are met.
     

  5. Parents/Guardians may seek to enrol their child at Wyrallah Road Public School, but limitations as prescribed in this policy and directed by Department/Government regulations will be observed.

 

OUT OF ZONE ENROLMENTS:

  1. Wyrallah Road Public School has a specific zoned area in East Lismore as decided by the Department of Education and Training.  (Attached map shows area.).
     

  2. Parents/guardians who reside outside the zoned area, may apply to enrol their child at Wyrallah Road Public School.  If, following the prescribed procedures a vacancy exists, preference will be given in the following order.

    1. Sibling(s) at Wyrallah Road Public School at present.

    2. Sibling(s) at Wyrallah Road Public School in the past.

    3. Either parent/guardian an ex-pupil at Wyrallah Road Public School.

    4. Other students.

  3.             In each category above, in order, students will be offered a place at Wyrallah Road Public School if a vacancy occurs, in order of dated receipt of the official enrolment form.  A waiting-list register will be maintained at the main office at school.
     

  4. Parents/guardians of children currently on the waiting list will be informed of acceptance or not by the end of the first week in February of the year of enrolment.

 

ENROLMENT CEILING:

The enrolment ceiling at Wyrallah Road Public School, based on available ‘permanent’ accommodation is set at 308 students.  This figure is calculated on 11 permanent classrooms with 28 students in each.  Demountable classrooms do not count towards the enrolment ceiling.

 

ENROLMENT BUFFER:

Wyrallah Road Public School is unable to determine an appropriate buffer, as at present we exceed our enrolment ceiling by more than 200 students.  This excludes the enrolment of out-of-zone students at Wyrallah Road Public School, except in exceptional circumstances, for the foreseeable future.

The only exception to this is the acceptance of Kindergarten students from out-of-zone who have siblings presently attending Wyrallah Road Public School.  It is not, and never has been, the intention of the School or Department to split families by requiring siblings to attend different Primary Schools.

 

PLACEMENT PANEL:

A Wyrallah Road Public School Placement Panel includes the P & C President (or nominee), an elected school staff member and the School Principal.  The panel is chaired by the Principal.

 

APPEALS:

When a parent/guardian wishes to appeal against the school decision not to enrol a student, the appeal should be made in writing through the Principal for consideration by the Placement Panel. After reviewing all relevant information the Placement Panel will make a determination and the parent/guardian will be immediately informed. If the matter is not solved at the local level the District Superintendent will consider the appeal and make a determination.  The purpose of the appeal is to determine whether the relevant criteria have been applied fairly.

 

SPECIAL ENROLMENTS:

Parents/Guardians of children with individual learning needs - eg. Gifted and Talented, Special Learning Needs, Non-Australian Citizens, Short Term/Part-Time Attendance or other categories as defined by the Department of Education and Training) - who apply for enrolment at Wyrallah Road Public School, will have their application processed under current Departmental guidelines and policies.  Under all situations equity and fairness will be observed, and mandatory policies will be accurately followed.

 

CONCLUSION:

This policy replaces previous school enrolment policies, has been ratified by the P & C, and takes effect from the date printed hereunder.  

It is open to public scrutiny, and may be reviewed at any appropriate time.  It has the support of community and staff as a fair and equitable policy.
